Prime Minister, Helen Clark pushes a pram which is labelled, 'Helen's Childcare'. She has stopped on the footpath to chat to an elderly woman who is staring doubtfully at the baby in the pram. Helen Clark says firmly that they are confident it will get bigger. Refers to the new 20 hours a week free childcare launched by the government July 4, 2007. There has been a low uptake in some areas, particularly in Auckland, and particularly by private providers.
