Description

Two businessmen carrying briefcases walk along the street on their way to work. They pass a newsagents outside which is a broadsheet advertising the 'New 3-strike law'. One of the men says 'the government's come up with a new way for dealing with repeat offenders!' and the other scoffs and says that 'if the clowns had any idea how to handle first offenders there wouldn't be repeat offenders'. Refers to the proposed law that lists 36 offenses that would trigger maximum penalties. Someone who commits one of the 36 crimes listed as strikes would get the usual sentence. All 36 carry sentences of at least seven years. For a second offense, there would be no parole. The third strike would earn the maximum sentence for the crime with no parole, so that anyone convicted of murder or manslaughter as a third strike would have no possibility of release.
