ACT leader and Minister for Local Government, Rodney Hide, is dressed as a Roman soldier and carries a huge axe on his back. A man who represents 'Local Government' leaps through three hoops that represent 'Fiscal envelope', 'Core activities' and 'Decision-making' into a small bucket of water labelled 'Re-election'. Rodney Hide laughs like maniac and from a flame-thrower that represents 'changes to Local Government Act' he fires a blast after the man whose pants catch fire. Refers to the 'supercity' and the debate over the formation of the council and the election of mayor.
