Shows the 'Govt' car driving erratically along a road. The tyre marks show that it swerved to miss a 'PC' dog lying on the road and hit the 'Drink Age' fence, circled the 'Foreshore' tree, hit the 'Legal Sex Age' rock and has the 'Civil Union Bill' log obstructing their path. In the background a sign indicates that the 'Budget' petrol station is 2 kilometres away. Refers to New Zealand government politics and the various issues in 2004 leading up to the release of the Budget.
