Shows a steam engine painted with the name 'KiwiRail' that is sinking backwards 'glug, glug, glug' into the sea. In the corner Finance Minister, Michael Cullen, explains that they are sinking a few extra million to keep it afloat. There is a play on the words 'ownership' and 'ship'. Refers to the government's buying back of New Zealand railways from Toll Holdings who have run it as a private enterprise since it was sold in 1993 to Tranz Rail Holdings and in 2003 it was sold to Toll Holdings. The reference to the 'few mill' is because of the costliness of the operation.
