The scene is a room in which a tattooist is at work on the face of a man lying in the client chair. When he is told that it will cost him a lot if he ever wants to remove his tattoos, the man replies that he's not worried as he will get them removed in jail. Another man waiting his turn wonders whether the man will easily get into jail because according to the headline of the paper that he is reading, the jails are overcrowded, (presumably with people wanting their tattoos removed at the taxpayers' expense).
