The scene shows a very quiet street in the central business district in Hamilton. A city counsellor explains to a business owner that the City Council's attempt to get city commuters out of their cars has partly worked. Along the path is a series of notices saying 'Shuttle buses', "Increased parking charges', 'One-way bridges' and 'Bus-fare discounts'. Refers to the way the attempt to get cars out of the central city has partly back-fired as people are avoiding that area of the city, thus leaving businesses out of pocket.
