Text reads 'Lack of planes prevents RNZAF from taking part in overseas exercises'. A pilot states that 'It is an air force... and we have lots of nice air'. The words 'air apparent?' appear along the right hand side of the cartoon. In a second version the pilot says 'We have all the air... They can provide the force'. A third version has the pilot saying 'We're the clear air force'. Defence Minister Wayne Mapp has confirmed that the air force could not take part in two overseas exercises this year because it didn't have enough plane. Operational requirements were paramount and delays in upgrading work on Hercules C130 and Orion aircraft meant there were none to spare for exercise Maple Leaf in Canada and exercise Green Flag in the United States.
