Description

The question is put by Uncle Sam (representing the United States). He is up a ladder leaning over a fence in the moonlight with a camera with a huge telephoto lens around his neck and has been caught out as a peeping tom by a panda (the People's Republic of China). The panda, leaning out his window in his pyjamas, has caught Uncle Sam by the neck strap of his camera. An American spy plane had collided with a Chinese plane and had had to make a forced landing on China soil. To the great ire of the Americans, the Chinese refused to allow them to recover their plane and to give them inital access to its crew.
