Born in Auckland. Son of George Eliott Eliott (1817-1901). Joined Colonial Secretary's Department 1858; chief clerk Public Works Department 1870; immigration officer for Wellington; under-secretary for Lands & Immigration 1877; under-secretary for mines (retired 1905). Acted on several Royal commissions. Married Mary Mitchell, daughter of Capt John Richardson Mitchell (1821-1910), on 13 Nov 1866 at St Paul's Church, Auckland. [WWNZ 1908]
