Builder, businessman, politician, writer, bibliophile and philanthropist. Arrived with his wife Jane in Wellington on the `Eden' in 1850, where he worked as a builder. In 1853 he and Joseph Masters founded the Wairarapa Small Farms Association, responsible for settling Masterton, Greytown, and in 1859, Carterton (named after Carter). Represented Wairarapa on the Wellington Provincial Council (1857-1864) and as Member of Parliament (1859-1865). His books were gifted to the New Zealand Institute, Colonial Museum and the Carterton Borough Library and bequests established the Carter Observatory (Wellington) and the Carter Reserve and Carter Home (retirement home, now Carter Court), both in Carterton. Description: Half-length portrait of a man in white waistcoat and bow tie, his right index finger pointing to a passage in a book. He has a fringe beard. Dating: the portrait appears to show Carter as a relatively young man, compared with known photographs of him in the 1870s to 1880s. He arrived in New Zealand in 1850 and may have had this portrait taken before his departure from England. The canvas appears to be a standard English production. Carter was a New Zealand settler in the Wairarapa from 1850 and worked as a builder and surveyor. Carterton is named after him. He published pamphlets about colonisation before emigrating to New Zealand. He went into politics and wrote a 3-volume autobiography, whose publication was begun in 1866. His wife's maiden name was Robieson, suggesting that the donor of the portrait is likely to be a relation by marriage. Inscriptions: Verso - on frame: on left 28 March... St; on right, Mr Smart [?].
