The drops of water represent treaty obligations, litigation, and water ownership debates. Key tells a man representing the New Zealand public that it's going to get worse before it gets better, and the man tears at his hair and says, 'It was fine before you tried "fixing" it!' Refers to the government's plan for the partial sale of owned assets, including the Mighty River Power company, which has resulted in public outcry, and an appeal from the Maori Council. Text above reads 'The use of taxpayers money to fund the legal costs when MP's are sued is not subject to the Official Information Act'. Refers to the fact that the taxpayer has so far unwittingly chipped in at least $320,000 for MPs embroiled in lawsuits - including $150,000 for two MPs to defend themselves in legal spats with another MP, NZ First leader Winston Peters. A little known change to the rules in 2001 allowed public funds to be used to defend them.
