On 1 July 2011 the Ministry of Fisheries (MFish) merged with the Ministry of Agriculture and Forestry. The new ministry became the Ministry for Primary Industries on 30 April 2012. The merger is intended to increase the sustainable growth of the primary sector. The new organisational structure has 8 branches, Policy, Resource Management and Programmes, Standards, Compliance and Response, Vertifications and Systems, Maori Primary Sector Partnerships, Office of the Director General, Corporate Services.

At the same time the Kiwifruit growers' organisation started its own investigation in March, after Zespri's China subsidiary was found guilty of the underpayment of customs duties on kiwifruit imports and fined more than $950,000.
