The United Nations have given NATO a command-and-control role, a development that allows an anxious US military to retreat to the sidelines. The countries involved in enforcing the zone had linked their participation to regional backing but Arab diplomatic solidarity endorsing military action wobbled on Sunday, when the league's secretary general, Amr Moussa, suggested early strikes on Muamar Gaddafi's military may have gone beyond their intended scope and could be imperilling civilians. However, in a meeting on Monday with the UN secretary general, Ban Ki-moon, Moussa appeared to be back on board. An emergency meeting of the Arab League in Cairo on Tuesday looms as a crucial test of will for the regional body, which has been caught between a desire to see Colonel Gaddafi gone and reluctance to be seen to have the US, or Europe, do its bidding.
