Description: Album of photographs showing the state of dilapidated houses and living conditions, ca 1925-1930. The photographs show rental properties, some compared with council houses in terms of rent and living conditions. Most have full typescript captions giving details of Labour Department assessments of value and rental prices, contrasting with the greater rental charged by various private landlords, particularly in regard to poor maintenance and living conditions. Magistrate Widdowson is mentioned in a number of captions, and various landlords are named including Christchurch lawyer T S Dacre. Pages 20-25 show an "Industrial settlement" in the Hutt Valley.
