Description: The entity known as Ecan has been thrown into a red rubbish bin. A voice off-stage says that it is meant to be in the yellow bin for recycling. The commissioners for Environment Canterbury (Ecan) who were appointed in 2009 to manage water resources in Canterbury had their appointments extended in September 2012 for another three years.
