Born at Waikanae and educated at Te Aute Tom was a member of the Young Maori Party and friend of Apirana Ngata. He was a grandson of Wi Parata Te Kakakura MHR (Ngati Toa, Te Ati Awa) and Hoani Taipua MHR (Ngati Raukawa, Ngati Toa), and a son of Natanahira Te Umutapu Wi Parata. A prominent chief of the Ngati Toa, Te Ati Awa and Ngati Raukawa tribes, he was awarded the OBE for services to the Maori people and sport.
