Surveyor and artist. Joined the Survey Department at Dunedin 1867, then transferred to the Public Works Department as an engineer and surveyed the railway north from Dunedin. Committee member of the Otago Art Society in 1876, with J. C. Hoyte, several of whose paintings Welch copied. Exhibited with the Otago Art Society 1876-1882. Returned to the Lands and Survey Department in the Canterbury district 1877 and was stationed at Akaroa 1881. Ill health in 1893 forced him to become a senior draughtsman at Wellington. Retired in 1909 and died at Wellington. A foundation member of the NZ Institute of Surveyors. Exhibited in the Fine Arts Exhibition, Dunedin in 1869.
