Cartoon displays four images of Lockwood Smith, Minister of Agriculture, espousing the advantages of producer board reform. He says that "NZ exporters" will compete with each other on the international market, and that there would be "lower returns" for farmers. He then looks worried as he realises these are not seen as advantages.
