"This report considers the pros and cons of the Treaty of Waitangi Fisheries Quota(Preservation as Taonga) Bill (the Bill) that is being promoted by Dover Samuels. The purpose of the Bill, as set out in its explanatory note, is to ensure that quota allocated to Māori as part of the settlement of Treaty of Waitangi fisheries claims is reserved to Māori in perpetuity"--Introduction.
