All scenes taken at night outside the Wellington Town Hall, possibly relating to a demonstration. Frame one shows a man (his back to the camera) facing a policeman. Frames 2 to 5, and 8 to 12 show a man wearing a bowler hat, bow tie, dark jacket, with a beard, holding a paper. He is talking to a Sikh in frames 2 to 5 and 8 to 10. and glasses. Unless otherwise stated, all persons are unidentified. Photographs taken by Ans Westra.
