Amnesty Aroha was set up as an advocacy and lobby group to address the issue of the treatment of 'overstayers' in New Zealand by police and immigration officials in the 1970s. They presented a submission to the New Zealand Government in November 1976 calling for an amnesty for all overstayers who as of 10 April 1976 had overstayed their temporary permit and wished to remain in New Zealand. This was particularly in response to what became known as the 'Dawn Raids'.
