Description

Behind him are his 'children' three figures enclosed in rolls of paper, one called 'Licensing Bill', one 'Industrial School Bill' the third 'Gaming and lotteries bill', all playing outside the Dead letter office. The cartoon suggests that Dick's pet projects for new laws in Parliament have failed
