Cartoon showing Premier John Bryce on horseback, plodding towards the Country, with rolls of paper marked 'amnesty' and 'native bills' under each arm. He is being whipped along from behind by Harry Atkinson (on the left) and Frederick Whittaker (on the right). The cartoon suggests Bryce's reluctance to assist the Maori cause, although his reported speech (It is my duty and I will) suggests that he is well aware that he must make changes.
