Photograph overlooking the Kopuawhara No. 4 public works camp, taken on February 17 1938 (days before a sudden flood that killed 21 people washed through the camp). Photographer unidentified.
The Kopuawhara No. 4 public works camp was one of a series of camps set up for construction workers building the Wairoa-Gisborne railway. It was located on the banks of the Kopuawhara Stream, which flooded the camp with a five-metre wall of water in the morning of February 19 1938.
