Cartoon shows four vignettes: a Railways worker clearing the rocks on the Paekakariki line, Labour Party members dancing as they reach high for the ball of "Party leadership", an employer and a worker both twisting the arms of an Arbitration Court judge, and Keith Holyoake dancing with Timaru and Buller (electorates where there were 1962 by-elections) and in the process hitting Buller in the face with a suitcase labelled "Budget".
