A man beats his daughter with a cat o' nine tails as his wife stands with her hands on her hips looking extremely self-righteous. Between them is the ghostly presence of Lady Justice covering her eyes with one hand and holding her sword in the other. Refers to an incident in 1893 when Dr Dalziel of Pukekohe was charged $7 and costs for beating his 24 year old daughter with a leather cat-o'-nine-tails because she had not finished cleaning a horse properly.
