Mata'afa was one of the most powerful chiefs in Samoa during the late 19th century until his death in 1910. In the late 1880s, opposition to German supremacy in Samoa coalesced around him, and he received support from British and American settler factions. Mata'afa's forces won the war of 1888, but although most Samoans hailed him as king, the three foreign powers elected a compromise choice, Malietoa Laupepa, to be king instead.

The following years were marked by antagonism between Malietoa and Mata'afa, leading to the war at Malie in 1893, when Mata'afa was defeated and sent into exile. Mata'afa returned to Samoa in 1898 and occupied the role of Ali'i Sili (high chief) under the German administration from 1900 until 1910.
