Four men, representing punters, racing clubs, the taxation department and public opinion, are watching the horse 'T.A.B.'. The Totalisator Agency Board controls betting on horse racing in New Zealand.
The TAB, or legal `off-course' betting, introduced in 1951 spelt the end of `bookies' who had been banned from racecourses in 1910. There was also apprehension felt by racing clubs worried about the effect on raceday crowds. [Source: Between the lines. Ian F Grant. 2005]
