The cartoon shows Prime Minister Chamberlain coming down the steps of 10 Downing Street (probably) clutching an umbrella in one hand and in the other carrying a notice that reads 'War declared on Germany'. Nearby is a distraught mother carrying an infant which represents the '1965 class'. In pencil below are the words 'Not him too!' The words 'Not him too!' are probably spoken by the mother and may mean that all the men in her family - her father, her brothers and husband have been involved in world wars and in 1965 her baby will be in his mid twenties and she fears that he too will be fighting in a war. Chamberlain in fact declared war on Germany 3rd September 1939. The cartoonist was a peace activist.
The inscription 'Earl' is probably the initials (more or less) of Lincoln Arthur Winstone Efford.
