- Description
The cartoon shows two men walking towards each other on a tightrope but the tightrope is not joined in the middle so it looks as if they are holding themselves up. One man says to the other, `Why don't you drop your end first and we'll see what happens?'. CER (Closer Economic Relations) between New Zealand and Australia has involved a number of disagreements within a generally successful framework.
