In the upper frame British Prime Minister Harold Macmillan, as a lion, marches proudly out of the Commonwealth Conference of September 1962 'He came out like a lion...' In the lower frame he is shown as a lamb '... and went in like a lamb!' as he enters the door of the Common Market Conference in January 1963. Context - Macmillan had made an address on 20 September 1962 attempting to explain how he saw Britain's relationship with the Commonwealth and his desired relationship with the European Common Market. 'We here in Britain - certainly my colleagues and I - reject altogether the view that Britain today is faced with the choice between the Commonwealth and Europe. That's not so, and for a very simple reason. The Commonwealth and the European Common Market are quite different kinds of organisations. Both are developing in a very dramatic way but both are quite different and the membership of one can help and not hinder the membership of the other. Harold Macmillan was very keen that Britain should join the Common Market and the French veto (Jan. 29, 1963) of Great Britain's entry into the European Economic Community was a severe blow.
