Shows Prime Minister David Lange directing the public's attention to a rainbow with Greenpeace written on it. Meanwhile the sign on his lectern announces the deadline for submissions on the Goods and Services Tax. Refers to the unifying effects of the French sinking of Greenpeace's ship the "Rainbow Warrior" in 1985, and the way this diverted attention from the tax issue.
