Contains a draft of a letter sent to Massey giving information about industrial matters and unemployment, and a copy of a letter sent in Jan 1917 discussing how to go about acquiring lands for post-war soldier settlement.

A covering note in Downie-Stewart's hand says `It may be possible to extract a few pars to show that he was bent of keeping lands for ret. soldiers in Massey's absence - and how carefully he prepared a survey for Cabinet on the problem'.
