Central panel reproduces the purported speech of the Governor and his thoughts on the Sweating Commission, the Dunedin Exhibition, the Civil Service, electoral boundaries, and Union Company's Pure Blended Teas.
Ten surrounding cartoons depict: the lockout of workers, a canoe trip downriver, the strict taskmaster, working in shifts, the Sweating Commission, Siphoning, inattention in the Parliamentary Chamber, the Kiwi presented with a military award (the Victoria Cross?), Seddon[?] sitting on top of a hill.
