Cartoon shows the prows of three frigates flying New Zealand flags. Their names are written on the prows.

Other Titles - March

In 1989 there was a national reorganisation of local government and some local bodies were amalgamated. Hobsonville and Whenuapai became part of Waitakere City. Papakura became part of a larger area. The implication of the cartoon may be that the amalgamation allowed cost-cutting which would contribute towards funds for the purchase of the frigates.
