Three mountaineers on top of a mountain. The man to the right, Sidney Holland, the Prime Minister, is loaded with a huge pack in the shape of New Zealand. He is saying 'Er Keith!' to the man ahead of him, Keith Holyoake (his deputy) who is carrying a normal-sized pack. Refers to the perception that the Prime Minister has a very large workload and could do with some assistance from his ministers
