Caption reads: "Paying for promises. Customs official: These goods yours, Sir, and very much needed? Glad to hear it; for I want the contribution you promised to the Maori War, and you can't have them till you pay". The accompanying caption for this image in "Making New Zealand" was "...showing the squatter's surprise at being told that he has to pay customs duties on imported goods to help to pay for the Maori Wars."
