Caption - WORSER BAY SAND STOP. Mr E Pilcher and Mr L Coffey inspecting the bluegum log wall they are building for the City Council in an attempt to control the flying sand that chokes up the road and fills waterfront homes. Some Wellington seawalls have been built too far above the high-water line, but Worser Bay's is on the high-water line and the exposed sand will always be too wet to blow about. From the wall to the road lawns will be planted.
