The cartoon shows a naked man representing New Zealand. He is protecting himself with pieces of paper reading, 2 frigates - 1 tank, and 3 planes - 6 bullets. He is thinking to himself 'Who needs ANZUS?' Moving towards the man are four arrows representing the, Russians, Indonesians, Chinese, and French. Refers to possible threats to the safety of New Zealand without the ANZUS treaty to rely on.
