Shows a man marked 'Protest against government economy measures' (a disaffected voter) pushing another (Fendalton) on a swing. The swing has hit the Prime Minister, Keith Holyoake, on the back of the head and given him a fright. Appears to refer to a general election or to a by-election, in which the normally safe National seat of Fendalton has swung towards Labour, giving the National Government a scare.
