Keith Holyoake walking happily to the right, tossing carrots into the air, with a pack of further carrots on his back, marked 'Incentives policy'. Behind him, Minister of Finance Arnold Nordmeyer, is vainly attempting to persuade his donkey (New Zealand) not to follow Holyoake's trail of carrots. Walter Nash, the Prime Minister is trying to help by pulling on the donkey's tail.
