New Zealand premier Richard Seddon stands with one foot on the North Island of New Zealand and the other on the South Island. In his pocket is a paper labelled 'public works expenditure', in one hand is a money bag labelled '£30,000 main trunk line' and in the other a bill 'Midland Railway Bill' and another money bag '£1,000,000'. Beneath him sails a small ship 'indirect borrowing' and two small figures applaud him from the North and South Islands.
