The leader of the New Zealand Labour Party, Helen Clark, with a cannabis cigarette in her hand, refers to her flirtation with the Green Party which advocates the legalisation of cannabis. The cartoon also puns on United States President Bill Clinton's assertion that he had oral sex but not full intercourse with Monika Lewinski and to earlier comments that he had tried cannabis but had not inhaled the smoke.
