The cartoon shows the 'Site of new executive cabinet wing' which is being constructed behind the Beehive. There are several tall cranes on the building site. In the foreground is a stack of large crates of 'fixtures & fittings'. An overseeer tells one of the builders not to leave the crates lying around empty or next thing they will be full of squatters. The view is from Bowen Street, not the front of the Beehive.
