This cartoon relates to traffic pollution amd congestion and features a car showroom of the future (1990) with a salesman trying to sell a car to a customer. However, with the new speed limit of 10 mph (16kph), petrol $15 a gallon and the car priced at $20,000 hardly anyone can afford to drive one any more and no one is likely to get hurt
