Description

Cartoon shows an unshaven Robert Muldoon peacefully sleeping under a patchwork quilt of tax surcharge, cigarette tax, higher PO charges, mini-budget, tax, incentive kill, high tax rate. He sleeps through the sounds of the bell ringing in parliament summoning members to the chamber for "Division".

The quotation from Shakespeare's "Henry VIII" refers to the character of Cardinal Wolsey as described by Catherine in ambivalent words. It suggests that Muldoon's stern taxation measures do not trouble his conscience.
