The cartoon is an advertisement for British Petroleum. At the bottom of the cartoon is text that reads 'Tomorrow morning (Wellington wind permitting), Wellingtonians will see hoisted into the air from the roof of the James Smith's store, the huge visco-static balloon made in the shape of a drum of BP Visco-Static Motor Oil. The British Petroleum Company of New Zealand Limited'. The image shows the balloon rising with two men hanging onto the trailing rope. They look down at the streets around the James Smith's store which are clogged with traffic. One of them says "I'll say Wellington has a parking problem!' and the other replies 'That's not a problem... They're queuing up for Visco-Static!'
