Shows the surface of the moon on which lies a crumpled landing vehicle. All around are little moonmen with banners saying 'Ban space tests' and 'Yankees go home' and 'Hands off Mars' etc. Far off in distant space is Earth. Refers probably to the Nuclear Test-Ban Treaty signed in Moscow on Aug 5, 1963, by the United States, the Soviet Union, and the United Kingdom that banned all tests of nuclear weapons except those conducted underground. It banned nuclear-weapons tests in the atmosphere, in outer space, and underwater but permitted underground testing and required no control posts, no on-site inspection, and no international supervisory body. Probably also refers to the space race between the United States and the Soviet Union. Venus and Mars were the first planets targeted for exploration.
