Norman Higgans fishing for whitebait at Pauatahanui Inlet, photographed by Evening Post photographer Phil Reid on the 24th of August 1994. Shows an older man standing in water, wearing waders, a swandri and a hat. He has a whitebait fishing frame and holds up one whitebait.

Original caption reads: "It's all batter for whitebait fritters with Norman Higgans who yesterday netted one whitebait at Pauatahanui Inlet. Like other whitebaiters in the Wellington region, Mr Higgans is experiencing a light season. He netted 11 on the opening day on August 15, 32 on Monday and was out early this morning hoping for another "big" catch..." (Evening Post, 24 August 1994)
